An EU resolution meets an European law. The resolution is binding with all parts and is valid in all European member states.

An EU guideline has to be implemented in national regulations. It is binding with its aim but every member state can decide on its own how it should be transacted. There is a transposition deadline for every guideline. National courts  and the European court of Justice make sure that the guideline is seen as a common right.
